Merge duplicate ideas so the votes add up

On a client's ideas board, the same request shows up again and again with slightly different wording: three separate ideas for exporting reports, each with a handful of votes. The real demand is hidden because the votes are split.

We need a way to merge duplicates into one idea, keeping the votes and replies, and send people who open an old one to the merged idea.
